Budgets and Allocations

The ICCB collaborates closely with Illinois community colleges and adult education organizations to offer guidance and leadership in matters related to funding. In partnership with these institutions, the Finance and Operations division plays a key role in shaping the System Operating, Capital, and Adult Education budgets. To influence policy and funding decisions, the ICCB gathers and maintains financial data for research and analysis. Staff manage specific data submissions and state-level administrative duties to ensure a positive impact on the system and demonstrate statewide accountability for state appropriations allocated to community colleges and adult education.

Career and Technical Education

Public Act 91-0830 provides for governance of Adult Education and Family Literacy (AEFL) by the Illinois Community College Board (ICCB), stating the agency “shall establish an advisory council consisting of all categories of eligible providers; agency partners, such as the State Board of Education, the Department of Human Services, the Illinois Department of Employment Security, the Secretary of State Literacy Program; and other stakeholders to identify, deliberate, and make recommendations to the State Board on adult education policy and priorities.”

Performance Based Funding

Performance based funding was legislated by the Illinois General Assembly in June, 2012 with Public Act 97-320, which requires public higher education institutions to have a performance funding component in their budget annually. Performance based funding is not about money, but about performance. For community colleges, performance is defined not only by graduation rates, but by entered employment, certificate attainment, persistence, and success towards college level coursework. All community college higher education leaders have pledged to the success of performance based funding.

Workforce Equity Initiative Grant

The purpose of this grant is to create, support, or expand short-term workforce (credit and/or noncredit) training opportunities in high-need communities focused on specific sectors with identified workforce gaps.
