Freedom of Information Act (FOIA) Requests
What is FOIA
Under the Illinois Freedom of Information Act (5 ILCS 140), records in possession of public agencies may be accessed by the public upon written request. Pursuant to 5 ILCS 140/, Section 2 (c), a public record is any records, reports, forms, writings, letters, memoranda, books, papers, maps, photographs, cards, tapes, recordings, electronic data processing records, recorded information, and all other documentary materials, regardless of physical form or characteristics, having been prepared or having been or being used, received, possessed or under the control of any public body.
Some records are, however, not subject to release via the FOIA process; these types of records are described under 5 ILCS, Section 7 (1) (a) – (y). Some records may also be subject to confidentiality provisions imposed by other state or federal statutes or court orders. The FOIA process for disclosure of information does not supersede these other applicable statutory and judicial mandates.

When submitting a FOIA request, please be a specific as possible and clearly describe the documents being sought, or documents you wish to inspect. The requestor will be informed of the status of the request within 5 business days.
About ICCB
The Illinois Community College Board (ICCB) is the state coordinating agency for the 39 public community college districts and one community college center. The ICCB has statutory responsibility for the statewide planning and coordination of the community college system and administering state grants to the community college districts. The ICCB also has statutory responsibility to administer state and federal Adult Education and Family Literacy programs and High School Equivalency Testing for Illinois. The Board consists of 12 members, 11 of whom are appointed by the Governor and confirmed by the state Senate for terms of six years. One student member is selected annually by the ICCB Student Advisory Committee. More information is available on the About ICCB page.

Fees Associated with FOIA
The first 50 pages of black and white, legal or letter sized copies of records requested are free. Anything that surpasses 50 pages is generally 15 cents per page. If, for some reason, copies of records are provided to a requester that is not on black and white, legal or letter sized paper, the ICCB office will charge a fee that will not exceed the actual cost of reproduction. Certification fee is $1.00 per record. Expense for delivery other than by First Class U.S. Mail must be borne by the requester.
