Trade School Program Grant

The Trades School Program Grant is a State-funded initiative. To date, the ICCB has been awarded fifteen million dollars for this initiative- five million in FY2023, 2024, and 2025, respectively. The “trades” and CTE are critical to our state and nation’s infrastructure and with these funds, we are helping Illinois “Take Back the Trades”! The purpose of the grant is to provide access to and strengthen pathways to careers in the “trades” for young adults, particularly those in underserved communities marked by high youth unemployment, low graduation rates, or other relevant indicators. Illinois community colleges are eligible recipients of these funds. The grant has three primary objectives which are as follows: career exploration; seamless pathways and credential attainment; and paid work-based learning.

For the purposes of this grant:

  • Youth is defined as those aged 16-24.
  • “Trades” are defined as technical occupations in the following sectors:
  1. Architecture and construction
  2. Energy
  3. Healthcare
  4. Information Technology
  5. Manufacturing
  6. Science, Technology, Engineering & Mathematics
  7. Transportation, Distribution & Logistics

      Program Review Advisory Committee

      The Program Review Advisory Committee was developed with three goals in mind:

      1. Improving the efficiency and effectiveness of the program review process by identifying challenges, redundancies, and omissions and providing recommendations for refining the process;
      2. Identifying, developing, and/or refining professional development, technical support processes, and supplemental materials that reinforce and improve outcomes associated with program review; and
      3. Creating opportunities for institutions across the state to share experiences, procedures, and resources, as well as to provide feedback about the program review process.

      The Advisory is comprised of professionals who have substantive experience with program review in Illinois.

      Methods of Administration

      What is the MOA program?

      The Methods of Administration (MOA) program was developed by the U.S. Department of Education, Office for Civil rights, to ensure that all students, regardless of race, color, national origin, sex, or disability, have equitable access to high-quality CTE programs. The guidelines for ensuring this access, as well as the responsibilities for administering agencies, are laid out in the Guidelines for Eliminating Discrimination and Denial of Services on the Basis of Race, Color, National Origin, Sex, and Handicap in Vocational Education Programs (Guidelines).

      Through this authority, the ICCB is able to conduct technical assistance reviews of the community colleges, based on an approved set of criteria. The purpose of the review is to ensure compliance with federal civil rights laws that bar discrimination on the basis of race, color, national origin, sex, and disability. The ICCB reviews compliance with the following federal civil rights laws:

      • Title VI of the Civil Rights Act of 1964 [race, color, national origin]
      • Title IX of the Education Amendments of 1972 [sex]
      • Section 504 of the Rehabilitation Act of 1973 [disability]
      • Title II of the Americans with Disabilities Act of 2010 [disability]
      • The Vocational Education Program Guidelines

      The MOA State Plan outlines the obligations and responsibilities of the ICCB to ensure the accomplishment of this work. This plan has been approved by the Office for Civil Rights.
