Carl
D. Perkins Career & Technical Education Improvement Act of 2006
The OCCRL was established in 1989 at the University of Illinois
at Urbana-Champaign. Their mission is to provide research, leadership,
and service to community college leaders and assist in improving
the quality of vocational-technical education in the Illinois
community college system. The Office is supported by the Illinois
Community College Board, with funding from the Carl D. Perkins
Vocational and Applied Technology Education Act of 1998.
Since its inception, projects of the Office have focused on
community college education policy and practice. Specific research
and development grants have been funded in the areas of technology
transfer, workforce preparation, Tech Prep, school-to-work transition,
work-based learning and educational guarantees.

BACKGROUND
Throughout the 1990s, local tech prep initiatives evolved in
Illinois, heightening the need for more systematic evaluation.
Previous efforts to evaluate Tech Prep by local Consortium, the
Illinois Community College Board (ICCB) and the Illinois State
Board of Education (ISBE) typically addressed distinct aspects
rather than the whole of tech prep. To address this void, development
of the Tech Prep Evaluation System (TPES) began in 1998 through
the work of the Office of Community College Research and Leadership
(OCCRL) at the University of Illinois, the ICCB, ISBE and numerous
local tech prep consortium directors.
COMPONENTS
Key elements of the TPES process include:
- The On-site Review and Improvement Process
- Local strategic planning
- Annual year-end consortium reports
- Monitoring of tech prep enrollments and outcomes
- A state-of-the-art website
GOALS
The On-Site Review and Improvement Process gathers information
through pre-assessment materials, self-assessment by the consortium,
and consortium site visits to gain better understanding of the
consortium's Tech Prep initiative. The goals of this process are
to:
- Establish and Implement Systematic Data Collection
- Gain Understanding of Activities, Characteristics, Outcomes
- Identify Strengths and Weaknesses
- Use Findings for Program Improvement
- Disseminate Findings to Key Stakeholders

Two online courses have been developed to assist those interested
in learning about and/or implementing Tech Prep initiatives. The
courses are available from the Department of Human Resource Education
at the University of Illinois at Urbana-Champaign, with support
from the Illinois Community College Board.
Those who would most benefit from taking these courses include:
Tech Prep coordinators, instructors in academic and career/technical
education involved with Tech Prep, counselors, employers of Tech
Prep students, consortium board members, and educational administrators
in secondary and postsecondary institutions. Individuals and teams
are encouraged to enroll.
